Dr. David B. Weems Sr., PhD, LPC-A knows what it means to be the student the system almost missed.
He spent years working his way up inside Title I schools — from teacher aide to coaching and counseling, and eventually Chief Technology Officer. That path — from the kid who almost fell through the cracks to the leader districts now call to modernize their technology — is the foundation of everything Whaley2Weems Consulting does.
Today, Dr. Weems partners with the institutions and communities that get overlooked: HBCUs, Title I districts, churches, nonprofits, and community centers — helping them access funding, modernize infrastructure, and launch STEM programs that stick.

Why Mrs. Weems matters to this work
Norma Weems is a special education director with decades inside K-12 systems across multiple regions. She is both Dr. Weems' wife and his most honest peer reviewer — every program we propose for a district gets her lens before it gets yours.
